601. Perceived Peer Behavior and the Timing of Sexual Debut in Rwanda:
A Survival Analysis of Youth Data

Abstract: This paper uses survival methods to assess the relationship between perceived peer behavior and the timing of first sex among Rwandan youth. The data derive from a 2001 survey among youth aged 15–24 years in four provinces: Kigali Ville, Butare, Kibuye, and Umutara. A total of 1327 male and female youth were interviewed through a structured questionnaire that includes questions on sexual attitudes and behaviors. The findings showed that the perception that peers are sexually active is associated with increased likelihood of experiencing early sexual debut. For both sexes, the relationship between perceived peer behavior and the timing of first sex is stronger in young adulthood than in late adolescence. Among female youth, the presence of the father appears to weaken the role of perceived peer behavior. A similar tendency is not found for male youth.

602. Living with AIDS in Rwanda: A Study in Three Provinces

Abstract: "This study was conducted to provide information on people living with HIV/AIDS (PLWHA) in Rwanda to design appropriate interventions that will address their existing problems. Focus is on determining what a community education program should include to improve conditions for PLWHA, upon whom the program should focus and through what channels, and how PLWHA are able to seek and receive such information. Focus group discussions and in-depth interviews were conducted in May 2001 in Kigali, Gitarama, and Byumba to collect information about knowledge and attitudes of PLWHA and home-based caregivers concerning HIV/AIDS. Overall, findings indicate that community education programs should promote social support for PLWHA, increase awareness that PLWHA are productive for a long time, encourage local employers to hire PLWHA, involve authorities and high-status PLWHA to work in community prevention activities, encourage early HIV testing, and encourage people who suspect or know they are seropositive to take precautions against infecting others. These programs should be channeled through and should focus upon PLWHA associations, churches, voluntary counseling and testing centers, parents-teachers associations in schools, and local authorities."

Abstract: "The quantity and scope of HIV/AIDS interventions implemented by the Johns Hopkins Bloomberg School of Public Health/Center for Communication Programs (CCP) is growing rapidly in response to requests from the field. The Center provides strategic communication expertise to design, implement, monitor and evaluate HIV/AIDS communication programs. With over 250 field staff in 30 countries, CCP has developed and managed over 700 country-based projects and programs in HIV/AIDS and reproductive health, child and adolescent health, environmental protection, and good government, involving more than 400 local organizations in 81 countries. Among these are ministries of health, information, social welfare, education and women's affairs; local government units; academic institutions; private voluntary health organizations; associations of health care professionals; women's groups; media and journalists' organizations; private corporations; advertising firms and research agencies. About one quarter of the Center's annual budget is spent addressing HIV/AIDS through a variety of strategies and interventions."

Abstract: "This paper presents the results of a 2001 sample survey and uses an ideation model to identify the factors affecting primary sexual abstinence and condom use among Rwandan youth. The findings showed that urban residence and age negatively influence primary sexual abstinence and positively affect condom use. Living within the same household as the father tends to protect girls from early sexual experimentation but has no noticeable effects on boys. Moslems are considerably less likely than Christians to report primary sexual abstinence. The use of alcohol tends to be negatively associated with sexual abstinence. The ideational factors that are significant for primary sexual abstinence are perceptions about the sexual behaviors of peers, perceived self-efficacy to refuse sex with someone truly loved, perceived self-efficacy to refuse sex with someone known for more than three months, self-esteem and attitudes toward premarital sex. As for condom use, the ideational variables with significant independent effects on the behavior are: discussion of HIV/AIDS with sexual partner, and to a lesser extent, the perceived self-efficacy to use condoms, and discussion of condom use with the sex partner. The programmatic and policy implications of the results are discussed."
